Immediate objective 1

To identify and test key Urban Indicators for measuring
performance and progress of the Urban sector in Bahrain.

Output 1.1
Baseline Studies and Background Data

Success Criteria:
Clear, concise report on the assessments undertaken.

Main responsible party(s):
Physical Planning Department /Indicator and Policy Specialist

Activities for Output 1.1

1.1.1 Undertake assessment of urban indicator related user needs at national and sub-national level.
1.1.2 Undertake assessment of databases at national and sub-national level.
1.1.3
Undertake assessment of the Habitat Indicators (including the newly proposed UNCHS 'Habitat Agenda Monitoring Structure') at national and sub-national level.
1.1.4
Undertake assessment of other national and sub-national indicator initiatives or indicator related initiatives including initiatives dealing with gathering of statistical data and GIS.

 

Output 1.2

Comprehensive list of nationally accepted Urban Indicators for Bahrain. This list will include, the applicable UNCHS (Habitat) Key Indicators, complemented by Bahrain-specific Urban Indicators as deemed relevant by the stakeholders.

Success Criteria:
General Acceptance of the proposed indicators and their definitions at the national Workshop.

Activities for Output 1.2

1.2.1 Conduct familiarization workshop(s) for key people in the relevant stakeholders groups.
1.2.2 Establish indicator-working groups per stakeholder group (relevant ministries, departments, local governments, private sector and community groups) to coordinate activities within each stakeholder group.
1.2.3
Identification of policy and planning objectives (per stakeholder group and for the nation as a whole) that could benefit from availability of Urban Indicators.
1.2.4
Identification of Indicators (key and Bahrain-specific), definitions and concepts per stakeholder and for the nation as a whole relevant to 1.2.1.
1.2.5 National Workshop to review proposed indicators and their definitions.
1.2.6 Preparation of the final list of key indicators, with its definition.

Output 1.3

Effective and efficient set of data collection/analyzing and reporting methods.

Success Criteria:
General Acceptance of the proposed methods at the technical and political level during the national Workshop.

Activities for Output 1.3

1.3.1 Identification of applicable data sources for the selected indicators.
1.32 Assessment of availability of required data.
1.3.3
Assessment of the accurateness of the data.
1.3.4
Assessment of the form data is kept in (computerized/ manual including detailed description of the system).
1.3.5 Assessment of collection methods by the respective government institutions.
1.3.6 Asses current compilation methods by Directorate of Statistics on the information used in the yearly Statistical abstract 1997 and Census.
1.3.7 Explore possibilities to use, and design if relevant, state of the art information technology based system to facilitate data collection, analysis and reporting.
1.3.8. Based on the above mentioned assessments develop and test methodologies for collection of data.
1.3.9. Organize a review workshop.
1.3.10. Prepare a list of recommended indicators on related data collection and management methods.
