Reasons
for assistance from UNDP and UNCHS
UNDP has realized
at an early stage the importance of cities. As a response to the
irreversible trend of urbanization and the overwhelming impacts
of both positive and negative features, UNDP has been working
towards sustainable solutions. To this end a number of publications
and policy papers were produced including the yearly publication
of the Human Development Report and other relevant publications
like a policy paper on the urban environment and an urban development
cooperation strategy paper, "Cities, People and Poverty".
More recently
UNDP has made serious efforts to support the Habitat II Conference
and has committed itself, at global, regional as well as national
level, within its mandate and the resources available, to furthering
the implementation of the Habitat II agenda through support to
demand-driven HABITAT II follow-up proposals.

UNCHS
is universally recognized as the UN agency with the mandate to support
the management of cities and human settlements, in its capacity
of focal point in the United Nations system for assisting countires
with the implementation of the Habitat Agenda. The Global Urban
Observatory which is under its wing, is a world wide monitoring
and learning network designed to help implement the Habitat Agenda
and to localize Agenda 21. The Urban indicator Programme is one
of the components GUO consist of and the B.U.I.P will be the national
equivalent of this. UNCHS and its GUO are therefore well placed
to support B.U.I.P.
